Late November in the States; November 24, this year, I think (U.S. Thanksgiving is always the third or fourth Thursday in November, so the date varies from year to year; I guess I should just be thankful it’s not tied to the lunar calendar like Easter is.)
4α΅Κ° November of the year, every year. So, anywhere from November 22 β 28, whichever happens to fall on a Thursday that year.
In both the USA and Canada it at least originated as a harvest festival. Since Canada is further north and has a colder climate, it has a shorter growing season and harvest comes earlier in the year.

Lighters don’t usually go fawoosh in any noticable manner when ignited.
No, it was seen once before in the Twin Dragons strip, albeit in the New Years strip towards the end of the 1Λ’α΅ chapter IIRC. The twins lit their fireworks with their breath, and it was actually shown on-panel. This was a sort of break in the then-ongoing storyline of the twins sneaking out at 2 γ to do their little crop circle prank, IIRC.

Does money actually burn that easily? Not sure about America, but in Australia, all notes are made of some sort of plastic, which would probably not burn that well.
American money is made from a special linen-based paper. (The recipe for it is a closely-guarded secret and only one company is allowed to manufacture it.) So, yes; it does burn.

I think only making money is illegal, not destroying it.
“Making” as in printing it, just to be clear.
In America it is illegal to deface currency. Destroying it, or even drawing on it is illegal from what I gather.
But I don’t think it is actually prosecuted unless you do it right in front of a policeman or something xD

TL;DR: It’s legal as long as you don’t alter it to resemble another denomination (e.g. making $50 bill out of $5 one by adding a 0).
It is legal, however it canβt be accepted as valid currency by any store after it is defaced.
Forgot to add this to previous comment: i have been too some bars/restaurants that cover the walls with tipped $1 bills that the customers write their names on… perfectly legal
